Je dois rédiger un petit exposé sur les institutions décisionnelles concernant le fonctionnement de l'Union Européenne, en anglais. Pourriez-vous me dire si vous y voyez des fautes? The decision-making institutions
There are four decision-making institutions: the European Council, the Council of Ministers or Council of European Union, the European parliament and the European commission. These institutions make important decisions about Europe’s behaviour.
The European Council The European Council is the highest ruling body of European Union. It is formed by the presidents or prime ministers of each member state, as well as their foreign secretaries and the President of the European Commission. The meetings take place at least twice a year, and are usually called European summits. They are chaired by the country holding the European Presidency, which rotates every six months, but take place in Brussels. Actually, the Czech Republic rules the EU until July, and France ruled it before. The European Council provides the EU with strategic direction and impetus. European Council conclusions signal the future course of action for the EU.
The Council of ministers The Council of ministers, or Council of the European Union, gathers together the ministers from each member state according to the daily subject. For example, when we discuss agriculture, the agriculture ministers meet in an “Agriculture Council”. Every month, the foreign ministers bring together for the “general affaires Council”. This Council has a very important legislative power because it is the one who passes European “laws” (called directives or rules). It also shares a part of this power with the European parliament. These two institutions have to fix the necessary budget for the EU working. The Council of ministers coordinates the member states’ policy to avoid conflicts among themselves. It also plays a judge role when troubles happen and can sign internationals agreements in the name of the EU.
For a decision to be taken in this Council, there are two means. The first one require all the ministers to agree a decision, it is called the unanimity. The second one is called qualified majority, which means that we need at least 70% for the motion to be accepted.
The country holding the European Presidency also holds this Council presidency. This presidency doesn’t decide for EU but makes sure that the Council choose the necessary decisions; it can also bring a personal touch by reorientating the community decisions on some files.
