Telephoner un mobile via bluetooth

Je voudrais savoir si c'était possible de telephoner à partir d'un mobile à un autre mobile via la connection bluetooth. Si oui, avec quel logiciel (j'ai un smartphone win 6.1). Sinon, quels autres alternatives pouvez vous proposer sachant que c'est dans le but d'avoir une communication gratuite et à distance dans la rue.
